Degree Attestation

The Higher Education Commission (HEC) of Pakistan operates a Fully Online and Paperless Degree Attestation System. Under this digital framework, the old requirements of personal walk-ins to regional centers or mailing physical hard copies to HEC have been completely eliminated.

Instead, the system relies entirely on high-resolution digital uploads and a backend verification link shared directly with your awarding university. Upon successful completion, you receive a secure, digitally verifiable e-Attestation Certificate.

1. Core Profile Checklist (Digital Scans)

Because the platform is entirely paperless, you must upload clean, high-resolution scans (PDF or JPEG format, with all edges of the paper clearly visible). Ensure you have prepared:

  • The Target Documents: The specific higher education Degree, Transcript, or Provisional Certificate you want to attest.
  • The Academic Timeline: Your original Matric (SSC) and Intermediate (HSSC) Certificates or their foreign equivalence sheets. Note: HEC does not stamp school boards, but their data is mandatory to verify your educational history.
  • Identity Documents: Clear scans of the front and back of your valid CNIC, NICOP, or Passport.

⚠️ Critical Alignment Check: Your name, your father’s name, and your date of birth must match exactly down to the single letter across your CNIC, school certificates, and university degree. Any spelling mismatch triggers an automatic system rejection during the initial NADRA-linked identity validation phase.

2. The Step-by-Step Online Procedure

Applications can be submitted 24/7. To ensure your file moves smoothly into the review queue, you must complete the steps on the portal in a precise sequence.

1.Profile Setup and Creation:E-Services Portal.

Go to eservices.hec.gov.pk. Create a new account using your CNIC or log in with your existing credentials. Navigate to the dashboard and completely fill out your Personal Details and address information.

2.Build Your Educational Profile:Chronological Order.

Go to the Educational Detail tab. You must enter your educational history sequentially from the bottom up: add your Matric/O-Level data first, followed by Intermediate/A-Level, and finally your University degree details.

3.Select Documents for Attestation:Checkbox Selection.

Click on the “Degree Attestation” option from the left-side menu. Select the specific checkbox next to the university degree or transcript you want to attest. Upload the corresponding clean, cropped digital scans into their specific slots.

4.Submit Fee and Verify Payment:1Bill Integration.

The portal will generate a unique 1Bill PSID challan. Pay this electronically via your mobile banking application, ATM, Easypaisa, or JazzCash. After paying, you must click the “Verify Payment” button on your dashboard to officially route your file to the HEC scrutiny queue.

3. How the Backend Verification Workflow Functions

Once your application is submitted, it passes through a multi-tiered digital validation process before your certificate is released:

  1. NADRA Authentication: The HEC system pings the NADRA central database to instantly verify your identity details, marital status, and parentage records.
  2. Direct University Scrutiny: HEC routes your scanned degree directly to the examination department portal of your awarding higher education institution. Authorized university personnel crosscheck your roll number and graduation record against their master ledger to confirm authenticity.
  3. Final Review and Issuance: Once the university confirms your record via the digital link, HEC runs a final compliance check against national education policies.

The Final Deliverable: e-Attestation Certificate

Once approved, you are notified via SMS and email. Your secure e-Attestation Certificate becomes available for download directly on your portal dashboard. This document features an encrypted, trackable QR code that foreign embassies (such as the German, UAE, or Saudi embassies), immigration portals, and international employers can scan to verify your academic credentials instantly.

⚠️ Important Document Rule: HEC has warned that documents showing manual ink erasures, fluid overwriting, or structural alterations will be permanently rejected. If your degree contains an administrative mistake or typing error, you must obtain a corrected copy from your university’s controller of examinations before initiating the HEC online process.
