HEC Attestation

Since the system is completely paperless, you do not need physical photocopies. However, you must upload high-resolution, perfectly clear scans (PDF or JPEG, with all edges visible) of the following:

  • The Target Documents: The specific Degree, Transcript, or Provisional Certificate you want to attest.
  • The Academic Chain: Your original Matric (SSC) and Intermediate (HSSC) Certificates. Note: HEC does not attest intermediate/matric certificates (that is the job of IBCC), but they require them as backend proof to verify your educational timeline.
  • Identification: Clear scans of the front and back of your CNIC, NICOP, or Passport.

⚠️ Critical Check: Your name, father’s name, and date of birth must match exactly across your CNIC, Matric certificate, and university degree. Even a minor spelling discrepancy or typo will cause the system to automatically reject your application during the NADRA-linked backend scrutiny phase.

2. The Step-by-Step Online Process

1.Account Setup & Profile Building:Online Portal.

Go to the official HEC portal at eservices.hec.gov.pk. If you are a new user, register using your CNIC. Once logged in, completely build your Personal Profile and Educational Profile.

2.Add Qualifications From Matric Onward:Sequential Entry.

In the Educational Detail tab, add your qualifications chronologically. You must input details for your Matric/O-Level first, then your Intermediate/A-Level, and finally the university degree/transcript you want attested.

3.Apply for Degree Attestation:Selection & Scan Upload.

Navigate to the “Degree Attestation” option on the left menu. Check the specific box next to the university degree or transcript you want to attest. Upload your crystal-clear scanned documents into their respective slots.

4.Fee Payment & Final Submission:Via 1-Link / Mobile Banking.

The system will generate a 1Bill PSID/Challan. Pay the fee via your mobile banking app, Easypaisa, JazzCash, or any ATM. Once paid, click “Verify Payment” on your dashboard. This officially submits your application to the HEC scrutiny queue.

3. The Backend Verification & Fee Structure

Once submitted, the processing is entirely digital. HEC runs an initial automated identity check via a NADRA link. Once cleared, HEC securely transmits your document data directly to your awarding university’s examination database through a backend digital link for confirmation.

Why the fee changed: The revised fee structure directly funds the backend digital network linking HEC with individual university portals. Part of this fee is shared with your university to expedite their digital verification check, eliminating separate university verification fees or courier charges you previously had to pay.

Your Final Output

Upon final approval, you will receive an email and SMS notification. Your secure, digitally verifiable e-Attestation Certificate will be available for download on your dashboard. This digital document features an encrypted QR code that can be instantly verified by employers, foreign universities, and foreign embassies (such as the German or UAE embassies) without needing physical ink stamps.
